JOINT REACTION 15 Disaster Relief Simulation Exercise

As the Bulgarian military web-site Pan.bg presented some days before, the exercise “Joint Reaction” 15 (JR-15) is a distributed computer assisted Regional Emergency Management Assistance (REMA) exercise.
It will be conducted in September this year at the Albanian Armed Forces Simulation Center, Albanian National and prefect level Civil Emergency Operations Centers and at the simulation training centers of participating regional partner nations.
The participants will be from: EUCOM-sponsored, Albania-hosted with current invitees from Bosnia and Herzegovina, Bulgaria, Croatia, the former Yugoslav Republic of Macedonia (Turkey recognizes the Republic of Macedonia with its constitutional name), Kosovo, Montenegro, Romania, Serbia, and Slovenia.
The exercise concept calls for a major earthquake in central Albania (stricken area) that demands a comprehensive regional response and allows regional partners to execute in near real-time the essential decisions/actions required during the response phase of the emergency management cycle.
Exercise participants will plan and execute emergency response decisions and actions in a near-real time using distributed constructive simulation.

NATO Euro-Atlantic Disaster Response Coordination Center (EADRCC) procedures will be used to manage the Request for Assistance (RFA) process and other coordination actions.
